German diplomat and politician; son of Otto von Bismarck. Worked at the Berlin foreign office from 1873; Botschaftsrat in London (1882); envoy to The Hague (1884); under-secretary (1885) and state secretary for foreign affairs (1886–1890). Reichstag member (1884–1886; 1893–1904).
